The rulers of the EWF.
- Known by many names including the Eternal Dragon Ring, the Ruling Ring, the Third Council or the Ring of Decision.
- It was formally established in 826 ST taking over from the Ring of Orlanthland.
- It was called Third Council since that time.
- The number of members was then twelve.
- In 889 ST, the Ring cut its members to nine and ordered Accelerated Dragon Worship.
- It was called Eternal Dragon Ring afterwards.
